A 47.5-km four-lane flyover will be built between Yangon downtown, Yangon Port, Yangon International Airport, Mingaladon Industrial Zone, and Yangon-Mandalay highway according to the statement released by the Highways Department, Ministry of Construction. The project will be implemented by means of a Public-Private Partnership (PPP) system in coordination with the Yangon Region government and the relevant ministry. PPP tender will be invited for part-by-part work on the project and the tender-winning investor will be chosen through international competitive tender with the assistance of International Finance Corporation, a member of the World Bank, at the end of the year.

Currently, EOIs have been invited for those in Myanmar and abroad according to the PPP concession agreement and a deadline of June 29 stands. Regarding the PPP-based project, critical comments are spreading among the Yangon residents. Ko Kyaw Naing, a member of staff in a local company, said people remain skeptical and would wait and see if the project would truly be implemented. If the project comes to fruition, it would be best but as the Yangon resident said, “The project is possible but would require quite a large budget.
